Can a follicle that has turned into a cyst during one cycle and is going down, but still present at beginning of next cycle turn back into a mature follicle at that next cycle? Or is it just useless untill it is reabsorbed?

No, once the follicle becomes a cyst, it can no longer participate in the reproductive process. In fact, if it is still producing hormone, it will interfere with the reproductive process until it goes away. It will go away. Approximately 98% of ovarian cysts in reproductive age women need no treatment and are gone within 2 menstrual cycles.
