IVF success rates in three cycles

Hi
Please help understand why in IVF, that if it is going to work it should work in the first 3 cycles. I have heard this before but truly do not understand this statistic.

also why do success rates vary so much from clinic to clinic? It is a sitution where the RE has to determine what works best in his clinic as far as drug stimulation protocols? What determines a patient drug stimulation protocol, is it there infertility diagnosis or is it what stimulation protocol independent of infertility diagnosis works for the RE?
Please share the thought process a Re under goes when determining the drug stimulation protocol for a patient.

Over the last several years the data compiled indicate that any treatment protocol will produce a pregnancy in 3 to 4 cycles, or that protocol will probably not produce a pregnancy in that individual. IVF is an intense collaboration between the clinician and the IVF laboratory. Success rate depends on both. The treatment protocol used on a patient is determined by the RE. It is his/her judgement about which protocol, and when to retrieve eggs.
