How variable can SA's be?

Before ART, DH's SA was normal, with a count on the lower end of the normal range - 35 M/ml - and motility at 75%.

On our first IUI, they did SA with count at 30 M/ml, but motility only 28%. They recovered 9.2 million motile sperm with 72% motility for the IUI.

On our second IUI, SA count was 94 M/ml and 50% motility. They recovered 91 million motile sperm with 82% motility for the IUI. This is 10x the number of sperm from our first IUI.

The results from these three SA's seem vastly different to me. Is this normal variation?

Yes, there is tremendous variability in SA results. What you posted is within the "normal" variability observed. That's why it is important to repeat the SA if the first SA is abnormal before deciding on a course of treatment. Sometimes patients get pushed into IVF/ICSI on the basis of a single abnormal SA.
