High FSH

Hi everyone. I am brand new to the forum, but without a new subject I'm afraid.
I am 40 y old, without kids yet. Last week, just before starting my first IVF and after 2 unsuccessful IUIs, I was diagnosed with high FSH (19.1) on CD3. My LH however is low (4.9), which makes my RE believe that maybe some cycles are working properly and thus he told me to wait until I get an FSH below 11 (not more than 6 months from now). Needless to say that he doesn't want to deal with me unless I get such a low value (which I think is no hope taking into account the 19 figure). In addition, when discussing the DE option (theoretically), he told me that this thing does not work practically in my small country. So, it looks like no options are left out there. Is this FSH value absolutely prohibitive? Are there some clinics willing to deal with such cases and not just for money purposes?
