Fail FET how soon can I start the next one

Dear Dr Smith,
I am 36, with 2 IUI's all failed. Fresh IVF cycle in Jan 07 but ended up with etopic in right tube. Had 17 frozen embryos. We tried 2nd IVF in April (short protocol) using FET with Lupron, and progesterone. No HCG. Using Day3 Embros transfer (3 embryos all 6 cells Grade 1,1, and 3). 2 weeks later now, my HCG is only 1.5 - another fail attempt. How soon can I start a new FET cycle? is the success rate is really much lower? should I start a fresh cycle? We are moving in 2 months and don't know what is best for us.
