My progesterone level on CD21 was 13.5 on an unmedicated cycle. My old OB told me that 13.5 was a great number and said I was ovulating on my own. My new OB says that she is not very happy with the 13.5 and would like to see a level of 20+ to indicate ovulation. Which am I to believe?

Progersterone level is NOT diagnostic of ovulation. It is possible to go through all the hormonal changes of ovulation without releasing the egg. For more information, please see our web site, <www.texasfertility.com>. For your infertility evaluation and treatment, please see a Reproductive Endocrinologist, instead of your OB.
Good luck.
