Normal Progesterone Levels

My progesterone level on CD21 was 13.5 on an unmedicated cycle. My old OB told me that 13.5 was a great number and said I was ovulating on my own. My new OB says that she is not very happy with the 13.5 and would like to see a level of 20+ to indicate ovulation. Which am I to believe?

Progersterone level is NOT diagnostic of ovulation. It is possible to go through all the hormonal changes of ovulation without releasing the egg.
