I am currently doing a FET cycle - after 2 estrogen valerate injections my estrogen was 664, progesterone 0.7, and my lining a 9, yet my LH was a 23! The LH level makes me think I could have or be ovulating on my own - nurse agreed, but said my ovaries were "very quiet" on ultrasound so they believe that ovualtion is not the case. Why else would I have a high LH level? Any thoughts appreciated!

I do not know why your LH is high. The published and acccepted exp[lanation as to the cause of the LH surge may not be completely accurate.
