I have just finished with my first RE consult.. my FSH and E2 were drawn on cd 2.. fsh was 7 and E2 was 66... my RE wants to go straight in injects, lupron, menopur, and ovidrel. He said that he believes that my body is beginning to mature follicles before my period even begins... okay.. but what does that mean? Why is that preventing pregnancy?

That is not an hypothesis I have seen published. There may be some misunderstanding of what your RE said. Please ask him/her to repeat it and explain.
